Wanted: A Governor

The ruling National Democratic Alliance, NDA, held an emergency meeting (by the way, all meetings of the NDA are emergency ones, since it does not meet otherwise ), convened by the ever green rebel, kurta pyjama clad George Fernandes. Since neither George nor the NDA have learnt anything post-Tehelka, we were able to get a video and audio transcript of the proceedings dominated by the ebullient Arun Jaitley. Here it is, but in view of the pressure on time for our surfers, a capsule is given.The NDA met at the drawing room of George Fernandes and hence there was no problem in placing the video camera-cum audio mike at exactly the same place as it was in the Tehelka operation. The main subject was an analysis of post -Fatima Beevi situation in Tamil Nadu and who else other than Arun Jaitley could so eloquently lead the spat? As usual, various options (as if there were any) were examined on sending a successor to the former Supreme Court Judge to rein in the iron lady who has unfortunately won a thumping victory in May this year in the general elections. A rueful M.Karunanidhi who attended the meeting in spite of his advanced age and frail health admitted that enough was not done with the electoral rolls; nor was a lesson drawn from the recent American polls where the electronic machines were challenged to prolong the declaration of the distasteful result. His nephew, Murasoli Maran tried his best to console him and assured the august assembly he would not having a go at other policemen at other times at other places and if his services were needed by any other NDA partner he will be there. There was a problem on how to proceed further and at this juncture the efficient Information and Broadcasting Minister, Sushma Swaraj came up with an idea. She said since her Ministry and departments are under undeserved attack by Yaswant Sinha, the pursekeeper, her publications division which runs the Employment News (its circulation in many languages is quite substantial in view of the continuing substantial unemployment) can carry an ad free for the NDA inviting applications for the post of a Governor in Tamil Nadu. The NDA which is always in financial difficulties jumped at the idea before she could withdraw it. Even Karunanidhi who had earlier said the post of a Governor is as redundant as a goatee to a goat seconded the idea saying as long as the post of a Governor is to last why not have one of 'our own'. Then Arun Jaitley read out an interesting provision in the Constitution. Article 160 says 'the President may make such provisions as he thinks fit for the discharge of the functions of the Governor of a State in any contingency not provided in this chapter that is , part VI, chapter II -the executive. Since the President is bound by the decisions and recommendations of the Central Government, or at least by its reiterated decisions, the meeting thought there is after all light at the end of Tamil Nadu tunnel. Even the great exponent of State autonomy, Karunanidhi agreed in view of the critical situation prevailing in his State and his bounden duty to retrieve the people of Tamil Nadu from the clutches of Jayalalithaa. He has already agreed that the Centre can transfer unilaterally police officers from the State whenever he is not Chief Minister. The conclusions of this meeting may be out any day now.
