Jaal continues to be amazed at the wayward ways in which the wheels of the Government turn or get stuck. Recently Jaal came across a file in the new fangled Ministry of Information Technology at the pompously named Electronics Bhavan in New Delhi. As far as possible the file is reproduced without losing the unique flavour of the Babus.
"A new file may be opened called 'computer literacy' and the letter received from the Minister's Office may treated as FR" sd/ section officer/2/10/01.

A draft report is submitted as directed. However in view of the fundamental importance of the subject matter considerable time had to be taken to collect source material. In short the present situation is that according to an editorial in a leading English daily, 'there are approximately 200 million children in the age group 6 to 14 at present and of them only about 120 million are in schools and net attendance at the primary level is only 66 per cent. Correcting this is a prerequisite'.
It is felt this is a very ambitious scheme and there is no allocation with our ministry for this. We may convene a State Education Ministers Conference early next year and ask them to undertake this laudable effort. There was indeed a proposal like that. However it did not take off. It is reliably gathered that the Ministry of Environment and Forests was alarmed at the prospect of trees being cut down for blackboards. Even as it is that Ministry is unable to stop the deforestation otherwise. Be that as it may, the present scheme will also have to have the utmost co-operation of the department of telecommunication (fortunately with our ministry) and the ministry of rural electrification for the proposed scheme which it is humbly submitted may be named the The Great Rural Web'.
Even in the likelihood of this scheme not being able to take off, it may be pertinent to point out that even though the Indian Constitution says in Article 45 that the State shall endeavour to provide, within a period of ten years from the commencement of this Constitution, for free and compulsory education for all children until they complete the age of fourteen years' we have successfully completed fifty years and more of the coming into being of the Constitution without fulfilling this directive principle of State policy.
It is submitted that the number of children between 6 and 14 is not static even as the population is not static. It is nevertheless pointed out that the population was somewhere around 400 million in the fifties and it is reported to have crossed one thousand million early this year.
It is further submitted that if 'digital divide' is to be stopped, human 'multiplication' should also be stopped.
